增量创新和突破创新的异质性研究 ——兼议“中国制造”向“中国创造”的转变

内容提要根据创新程度差异,创新可分为增量创新和突破创新。中国不乏增量创新,但突破创新严重不足,而实现“中国制造”向“中国创造”转变的关键在于突破创新。现有研究中国技术创新的文献很少涉及增量创新和突破创新的异质性问题。本文在创新异质性的假设条件下,运用2001-2010年中国高技术产业的行业数据,构建动态面板数据模型对比分析了研发投入、企业规模、市场结构、所有制形式等因素对增量创新和突破创新的影响。研究结果表明,增量创新和突破创新存在显著异质性。相比增量创新,突破创新是一种知识密集型研发活动,研发人员投入与其有显著正相关关系。企业规模对突破创新有着显著的促进作用,但这种关系主要存在于非国有企业,而不是国有企业。国有企业和非国有企业规模对增量创新均有一定的抑制作用。此外,市场竞争会抑制突破创新,促进增量创新。 
Abstract According to the novelty, technological innovation can be divided into incremental innovation and breakthrough innovation. China is no lack of incremental innovation, but seriously short of breakthrough innovation, but the key to realize the transition from "made in China" to "created in China" is having more breakthrough innovation. The existing literatures of researching Chinese enterprises’ innovation paid little attention to the heterogeneity of incremental innovation and breakthrough innovation. Based on innovation heterogeneity assumption, using China's high technology industry data from 2001 to 2010, we constructed a dynamic panel data model to analysis and compare the influence of enterprise scale, market structure, ownership on the incremental innovation and breakthrough innovation behavior. The results show that there are significant differences between the incremental innovation and breakthrough innovation. Compared to incremental innovation, breakthrough innovation are knowledge-intensive activities,R&D personnel have a significant positive influence on breakthrough innovation. Firm size has a significant role in promoting breakthrough innovation, but this relationship comes mainly from the non-state-owned enterprises, rather than state-owned enterprises. For both state-owned and non-state-owned enterprises, enterprise scale has a certain extent on incremental innovation. At the same time, competition in the market will promote the incremental innovation, and suppress the breakthrough innovation.
