内容提要 | 经济增长伴随着结构失衡已成为中国经济长期以来的一个特征事实。结构失衡业已成为中国发展的一大困境,思考其成因与转型意义重大。本文认为这是政府主导经济增长方式的阿基里斯之踵。由于政府支出具有外部性,资本或劳动的边际收益不会递减,从而政府主导的经济也能够使经济体得以内生增长。倘若政府实施平等政策,经济结构不会失衡,但为了获得更高的总量增长,政府会对不同部门实施倾斜的税赋和支出——正是这种为增长而实施的政策倾斜引致了结构失衡。本文通过对中国1952-2008年的二元经济结构的经验数据分析支持这一理论,尤其是财政支出层面的政策倾斜更容易造成结构失衡,经济体固有的异质性对结构失衡有一定的缓和作用。熨平倾斜性的财税政策是治理失衡的发展转型的首要切入点。 |
Abstract | Economic growth accompanied by structural unbalance has long been a characteristic fact of China's economy. Structural unbalance has become a major dilemma in China's development, thus it is of great significance to study on its causes and its transition. This paper assumes that the fact is the Achilles' heel of the government-led economic growth. Government expenditure has external effects and marginal product of capital or labor will not decrease due to it, so the government-led economy could get to be endogenous growth. If government implements equality policy, economic structure will not be unbalance. However, government will implement tilted tax and expenditure policies on different departments in order to achieve higher overall growth. It is the tilted policies have caused the structure unbalance. The findings that this paper analyzes the experience data of dual economic structure in China between 1952-2008 support this theory, especially that the policy inclination in fiscal expenditure level will more likely to cause structural unbalance, and inherent heterogeneity of economy would inhibit structure unbalance. To equalize the already tilted fiscal policy is the primary entry point for development and transformation to govern structure unbalance. |
