内容提要 | 中国的发展环境正在发生根本性的改变,如何发展转型已成为中国这个发展中大国的新命题。基于现有文献,本文从官员治理的视角给出了一个一以贯之的理论框架,系统解释官员引领发展的理论机制和绩效;详细阐述随着中国发展环境的变化,官员引领发展正在累积越来越多的挑战、内生出系统性的社会风险。因此,官员治理改革应是中国发展转型之路的核心所在。通过官员治理改革,促进官员从引领辖区发展转向培育公正的法治制度、成熟的公民社会和完备的市场经济。从而,中国可能走出一条独特的大国发展转型道路。 |
Abstract | The paper provides a coherent framework to fully account for China’s development and transformation model from the perspective of bureaucratic governance, both the successes and the failures of the China’s bureaucratic governance. The combination of political centralization, economic decentralization and opening-up provides local leaders with enough incentives, resource and prior information, turns them to be developmental leaders. In the early stage, these developmental leaders successfully direct the economic development in their jurisdictions. As developments of china economy and changes in world economy, these developmental leaders are inducing more and more social instabilities, in particularly the conflicts between local leaders and local people. So, after identifying the costs and benefits of the developmental leaders, it is essential to have a reasonable design of the next-stage reform in bureaucratic governance to fuel China’s development and transformation. |
